    HKMA Survey: 78% of SMEs Report Stable or Easier Credit Conditions in Q2 2026

    HKMA’s Q2 2026 SME survey shows 78% perceive stable or easier credit, with slight uptick in tightened credit lines and lower success rates for new loan applications.





    The Hong Kong Monetary Authority (HKMA) has released its latest quarterly survey on the credit conditions of small and medium-sized enterprises (SMEs) for Q2 2026. The survey found that 78% of SMEs perceived banks’ credit approval stance as “similar” or “easier” compared to six months earlier, an improvement from 73% in Q1 2026. Meanwhile, the percentage of respondents perceiving a “more difficult” approval stance fell to 22%, down from 27% last quarter.

    Despite these positive perceptions, there were some mixed signals. Among SMEs with existing credit lines, 4% reported tighter conditions, up from 0% in Q1. Tighter conditions included measures like reduced credit limits, higher interest rates, or shorter loan terms. Furthermore, only 3% of SMEs surveyed applied for new credit during the quarter, and among those whose applications had been processed, 85% were fully or partially successful—down from 91% in the previous quarter.

    The survey, conducted by the Hong Kong Productivity Council (HKPC) on behalf of the HKMA, covered approximately 2,500 SMEs across various sectors. While these results provide a snapshot of the credit environment, the HKMA cautioned against overinterpreting the data due to the small sample sizes for some categories. For example, only 15% of surveyed SMEs held existing credit lines, and just 3% applied for new loans, making the data prone to volatility.

    This survey comes at a time when SME financing remains a critical focus for Hong Kong policymakers. Earlier this year, the government announced expanded support measures, including a HK$450 billion lending package unveiled in April to bolster SME liquidity amid ongoing economic uncertainty. According to prior HKMA surveys, concerns over credit access have been easing gradually; for instance, in Q4 2025, 27% of respondents reported difficulties in securing credit, down from 30% in Q3 2025.

    SMEs are a cornerstone of Hong Kong’s economy, accounting for over 98% of businesses and nearly half of private-sector employment. Monitoring their access to bank credit is crucial for assessing economic resilience, particularly as global economic headwinds, including rising interest rates and geopolitical tensions, continue to challenge business operations.

    Looking ahead, the Q3 2026 survey will likely shed further light on whether the slight uptick in tightened credit lines and the dip in successful loan applications represent short-term fluctuations or the beginning of a tightening trend. With SME financing conditions being a key gauge for broader economic health, the HKMA’s quarterly updates remain a vital resource for both policymakers and financial institutions.
